Duties and
Responsibilities:
The Risk Management Consultant (RMC) is assigned to the Quality Management Service, Office ofthe Director. The RMC functions as a resource person and consultant for risk-relatedactivities in an effort to ensure that Veterans, staff, and leadership needs are provided in asafe environment and in a timely manner. The RMC is responsible and accountable for theprovision of information, education, training, and technical support for all employees relatedto the Risk Management (RM) program. The incumbent collaboratively interacts with a variety offacility programs to include all healthcare provided within the organization in order toprovide expert knowledge and information that will result in comprehensive, patient centeredoutcomes. Strong interactive and collegial interactions are essential to the RM initiatives.
The RMC uses sound judgment in decision making, applying leadership and analytical skills, andis self-directed.RM support includes assessing compliance with VA Roseburg Healthcare System(VARHS) policies, Veterans Health Administration (VHA) publications, and accreditationstandards related to risk management. The RMC works in collaboration with all disciplines andservices affected by risk activities.The incumbent manages facility risk using establishedpolicies and guidelines.
The RMC is responsible for coordination of activities related to practice of Risk Management,including, but not limited to 1) risk management support services to medical center employeesand leadership; 2) initiation and leadership of interdisciplinary committees, focus reviews,task force groups; 3) agenda preparation and interfacing with Peer Review Committee (PRC)chair on cases for review; 4) submitting quarterly reports to the Executive Council to theMedical Staff (ECMS) and routine reports to Quality Review Council; 5) performance orfacilitation of proactive risk assessments, administrative boards, peer reviews; morbidity andmortality review trending; 4) tort claim management; 6) review and trending of occurrencescreens; 8) monitoring and follow-up on investigations, fact finding reviews, protected andunprotected Peer Reviews, and occurrence screens; 7) adverse event reporting/disclosure; 8)state licensing board reporting; 9) medical expert opinion; 10) maintenance of the databasesfor the risk management program 11) providing consultative expertise in planning, designing,and implementation of process improvements and policy making activities and 12) promoting aclimate of collaboration, cooperation, and understanding between VARHS staff, Veterans, andfamily members. Other functions include:
1.Execute position responsibilities that demonstrate leadership, experience, and creativeapproaches to management of complex patient care;
2.Demonstrate performance and leadership that is broad enough to improve the care for a groupof patients;
3.Document outcomes at the program or service level.
4.Demonstrate leadership that is sustainable regardless of role and incorporates professionalstandards of care and implements broad-reaching evidence-based change.
5.Involve incorporating and implementing the requirements of the other qualification standardsincluding:
a.Leading and organizing recommendations regarding delivery of care to manage risk for thepatient population.
b.Using advanced clinical knowledge/judgment to promote staff involvement in planning,decision-making, and evaluating outcomes.
c.Functioning as an expert in clinical practice and/or in areas related to the assignedroles and responsibilities.
d.Systematically evaluating current practice and formulating outcomes for groups of patientsand/or organizational processes within area of expertise.
e.Guiding, developing, and supporting staff from a leadership perspective.
f.Using professional standards of care, scientific evidence, and practice to evaluateprograms and/or service activities.
6.Serves as a consultant to other departments impacted, influenced, or informed by riskmanagement
7.Responsible for coordination, education, and ongoing monitoring of Risk Managementactivities.
8.Responsible for serving as the Chair of the associated committee as appropriate, and serveson other committees and councils.
Work Schedule : Monday through Friday, 8:00 am to 4:30 pm.
BASIC REQUIREMENTS :
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Full unrestricted Licensure, Certification, or Registration required
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
EDUCATION/EXPERIENCE REQUIREMENTS:
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 year''s of experience, or an ADN or Diploma in Nursing and a bachelor''s degree in a related field and approximately 1-2 year''s of experience; or a BSN with approximately 1-2 year''s of experience, or a Master''s degree in nursing (MSN) or related field with a BSN and no experience.
Nurse II - A BSN with approximately 2-3 year''s of experience, or ADN or Diploma in Nursing and a bachelor''s degree in a related field and approximately 2-3 year''s experience or a Master''s degree in nursing or related field with a BSN and approximately 1-2 year''s experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience.
Nurse III - Master''s degree in nursing or related field with BSN and approximately 2-3 year''s experience or Doctoral degree in nursing or related field and approximately 2-3 year''s experience in Program Management or preferably Organizational Risk Management.

Possess basic understanding of clinical treatment modalities, organization and administration of VA or other healthcare delivery system, educational principles, clinical information systems, accreditation and regulatory standards, and program development. Possess basic understanding of regulatory compliance for internal and external oversight bodies (e.g. The Joint Commission (TJC), Veterans Health Administration Directives and Handbooks, etc.), Occupational Safety and Health Administration, Office of the Medical Inspector, Office of the Inspector General.
