The Chief of Mental Health Services (CMHS) is a clinical and administrative position that provides leadership and administrative control over the inpatient and outpatient Mental Health Programs within VA Roseburg Healthcare System. In addition to observance of federal, national, and local regulatory policy and accreditation requirements governing this Health Care System, this position encompasses responsibilities overseen by the Chief Mental Health Service Line.
The Mental Health Service Line includes programs of acute inpatient care, outpatient care, Substance Abuse and PTSD Residential Rehabilitation Treatment Program, Psychosocial Rehabilitation and Recovery Center, Homeless Veterans Care Programs , Specialty Programs such as OEF/OIF and Suicide Prevention. Mental Health personnel are located at Roseburg, Eugene, N. Bend and other coastal areas.
This position is a clinical and management position that supports our mission through administrative leadership, direct patient care, and oversight of Mental Health clinical, educational, and community activities. In short, the Chief Mental Health Services (CMHS) has programmatic, clinical, and administrative responsibilities for the following elements: Outpatient mental health, psychology services, both substance abuse and PTSD residential programs, mental health intensive case management (MHICM), when reinstated, homeless (HUD/VASH), mental health integration into primary care, suicide prevention, vocational rehabilitation, recovery oriented services, evidence based treatments, gender specific services, and the incorporation of telemental health into every provider's clinic to ensure coverage of all mental health services across the healthcare system. These programs include high rates of activity and involve both independent and collaborative involvement. The Chief Mental Health services retain full responsibility for program designs, goals, and organizational goals that include meeting target for mission critical performance measures and outcomes of programs.
Major duties of this position include:
Coordinates and provides consultation on issues related to personnel, budget and forecast projections and participates with leaders from the governing body, management and clerical staff in upholding the hospital mission, vision, value and strategic plan.
Interacts with the community as needed on behalf of the medical center when applicable.
Completes paperwork items relating to staffing recruitment and proficiencies and is thoroughly familiar with the Uniformed Mental Health Services Benefits Package produced by the VISN 20 network.
Functions in an advisory capacity to administration and clinical leadership in evaluating proposed changes as they relate to patient care.
Identifies patient's medical problems, defining the medical management of these problems, and determining the need for consultation from medical/surgical/psychiatric subspecialty clinics.
Consults/collaborates with the other members of the healthcare team to coordinate care across the spectrum of services offered.
Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care, as described above.
Responsible for planning, designing, implementing, and evaluating a program that encompasses a wide range of facility/healthcare system/VISN/CO activities.
Sets long and short-range goals for the program that are interlinked with goals of the facility/healthcare system/VISN/CO.
Oversees creation and maintenance of a positive organizational climate and culture including such issues as work environment, diversity, employee recognition, and safety.
Directly involved with elected officials on VA related issues/concerns, i.e. members of Congress, VSO, State and Local.
Work Schedule : Monday-Friday 7:30am to 4:00pm

Basic Requirements:

_Education_. Mater's Degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
_Licensure._ Persons hired or reassigned to social work positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the Master's degree level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Grade Determinations: Applicant must have one year of specialized experience at the GS-13 level in order to qualify for the GS-14 grade level.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
